Terms of Service

These Terms of Service ("Terms") govern your access to and use of Keystone Vote Explorer (the "Platform"), operated by Keystone Data Strategies, LLC d/b/a Keystone Data Strategies ("KDS", "we", or "us"). The Platform provides tools to query, analyze, and export Pennsylvania Department of State Full Voter Export ("FVE") data for authorized users.

Important: Pennsylvania voter data is subject to state law, including restrictions in 25 Pa.C.S. and Pennsylvania Department of State terms. Use is limited to elections and political activities. You may not use voter data for general commercial purposes, publish voter records on the internet, or resell raw voter file data.

1. Eligibility and authorized use

You must be at least 18 years old and legally able to enter a binding agreement. If you register on behalf of a campaign, committee, consultant, or organization, you represent that you have authority to bind that entity. You agree to use the Platform only for permitted election and political activities consistent with Pennsylvania law and DOS FVE restrictions.

2. Account responsibilities

You are responsible for safeguarding your login credentials and for all activity under your account. You must provide accurate signup information, including committee or organization details when applicable. KDS may suspend or terminate accounts that violate these Terms or applicable law.

3. Voter data restrictions

• No publication of voter records on the internet or other public medium.
• No resale, sublicensing, or redistribution of raw FVE data or bulk exports except as permitted for election and political activities.
• No use for general commercial, marketing, or non-political purposes unrelated to elections or political activities.
• Exports must comply with plan-tier limits, watermarks, field masking, and audit requirements implemented by the Platform. Authenticated exports include integrity markers: a per-row export ID column (kds_export_id; full Export ID UUID), an append-only organization export log, and an optional compliance package (CSV + readme) with organization, purpose, and permitted-use text. Optional soft (zero-width) markers are disabled unless separately enabled after counsel review.

4. Acceptable use and enforcement

KDS logs access, queries, and exports to maintain an audit trail. We may investigate suspected misuse and cooperate with lawful requests. You agree to notify KDS promptly if you become aware of unauthorized access or misuse involving your account.

5. Subscriptions and billing

Paid access is offered on monthly or annual subscription plans. Subscriptions renew automatically at the end of each billing period unless you cancel before renewal. You authorize KDS and our payment processor, Stripe, to charge your payment method on file for recurring fees and applicable taxes.

New accounts may receive a free 48-hour evaluation period with included AI credits. No subscription is required to start a trial. When the trial ends, continued access to paid features requires an active subscription.

You may cancel a subscription at any time from Account → Manage billing (Stripe customer portal), or by contacting us at legal@keystonedatastrategies.com. Cancellation takes effect at the end of the current billing period; you retain access through that date.

All sales are final. Except where required by applicable law, fees are non-refundable and we do not provide refunds, credits, or prorated adjustments for partial billing periods, unused time, downgrades, or account closure. Free trial periods and promotional credits have no cash value.

If you believe a charge is incorrect, you must contact us at legal@keystonedatastrategies.com within 30 days of the charge before initiating a dispute with your bank or card issuer. You agree not to initiate chargebacks or payment disputes for valid charges authorized under these Terms. Disputing a charge with your bank or card issuer instead of contacting us may result in immediate suspension or termination of your account, forfeiture of remaining subscription access, and collection of amounts owed plus dispute fees where permitted by law.

We may change subscription prices or plan features. For existing subscribers, price increases take effect at the next renewal after reasonable notice (typically at least 30 days). Continued use after the effective date constitutes acceptance of the new pricing.

6. Changes to these Terms

We may update these Terms from time to time. When we publish a new version, you must review and accept the updated Terms before continuing to use protected areas of the Platform. The version number and effective date will be shown when acceptance is required.

7. Disclaimers

The Platform is provided on an "as is" basis. KDS does not guarantee completeness or accuracy of voter records, which originate from Pennsylvania Department of State sources. KDS is not affiliated with the Commonwealth of Pennsylvania or any county board of elections.
